He's not the stig. He was the driver for the German team in the last part of this Top Gear challenge "UK vs Germany" (Season 11 Ep 6, it's here in youtube look at part 6 of 7) both this guy and the stig were wearing white. He's actually presented by name at the beginning of the challenge, his name is Tim Schrick.
