I've done at least 5 retries where I paralyze him and take him to lower health than the guy in this video did........and then EVEN 13 ULTRABALLS WON'T DO IT!!!

I'll keep trying, seeing as it is actually possible, but I have no clue why it isn't working for me. (Maybe because I paralyze him by using Gardevoir's synchronize trait and getting body slammed)

Talk to the guy in the top floor of the Weather Center after defeating the Elite 4 (NOTE: It will be way easier if you have a pokemon with fly because you need to do a lot of traveling) He will tell you about (talk to him more than once):

Heavy Rainfall= Kyogre

or/ and

Drought= Groudon

He will also tell you on what route (NOTE: you will have to find a cave on the specific route to find Groudon just like you had to dive to find Kyogre.

So yes you can get all 3!!!
