Israel was defined as a "National Home for the Jewish ppl" beginning from the Balfour declaration of 1917. This is the legal basis for my country.
Of course that in 1948 the decision also called for an Arab state along side Israel, but the Arabs rejected that decision and attacked.

From then up to the birth of christ and beyond, Israel was settled with the tribes of Judea and Levi alone. In Roman times, prior to the Bar Kokhba revolt, Judea was already a synonym with Israel for more then 600 years, since the return from the Babylonian exile. Judaism is a misleading term, as this was the religion of all of Israel, not only of the tribes of Judah and Levy.
