If you get enough mouse traps, thick enough string, and the right lengths of the string, you can get some good speed out of it (but of course it can store only so much energy, more speed, less time)

I made one and decided pick up 6 black silicone tubes. I opened them up and submerged the 4 disks and let the hang dry. It gave it some nice traction and speed

I remember making one of these in my old shop class when I was in 8th grade with old vinyls as the wheel. We didn't exactly use strong string to keep the monster mousetrap set... Let's just say if I didn't move my hand when I did when we were setting it up, I'd be typing with one hand! Fun to make though. I remember ours being a little faster than that though.

Just do a YouTube search on soapbox derby, there are plenty of clips. Pinewood derby cars are little cars, generally less than 8 inches long that are raced down a wooden track - I remember doing that a boy scout meets, but I'm sure they do them at other places too.

quick idea: take some thin hoses, made of pvc (or what that stuff is called) cut them open and attach them to do disc edges somehow (guess with hot glue? xD),then you got some sort of tires, rather than those thin plastic wheels which might run better on the road
