It saves the Police having to search and find the criminal later on, doing so would be a waste of Police time and resources. Store security guards also reserve the right to chase a suspect who runs out of the store, that's their job. However, in this case, they should of sent the women into a room or something, it's not good to detain a suspect in the middle of the store.
