By way of actual response, Schaffer's second response to the second part of the question, while longwinded, represented a comprehensive answer to the threats we face as a nation. Did he trip over his words? Yes, he sure did. But as the old expression goes, the polish of the shoe is not as important as the sole.
Tortured logic and rhetoric aside, his inability to answer the question shows a shocking lack of preparedness. That says to us that his not ready for prime time.
