Actually, there are two different Mega Mans. The first one was in Mega Man 1-3, and in the ending of MM3 he ran off to live his own life. In Mega Man 4, Dr. Light had to create a new Mega Man (you can see it in the opening). So it doesn't make sense that this Mega Man recognizes Cut Man and remembers how they fought before when they really didn't.

@pratikh Your so called "nerd mode" must be broken. The intro of MegaMan 4 that featured his origin was nothing more than a recollection of the past. Megaman was never "recreated" as you say. The ending of MegaMan 3 didnt hint at MegaMan running off in any way. So it makes sense that he would reconize cutman in this game.

Cutman in this stage does not have strong armor. My guess is because he's an older robot and Megaman never had the charge shot. Which in Cutman's case does a lot of damage.
