That was a gotcha question from Charlie Gibson on ABC, in a normal interview the journalist would have said "do you agree with the Bush Doctrine of etc etc in foreign policy;". Because he was trying to show how inexperienced she was, he asked just "do you agree with the Bush Doctrine".
Promoting SP beyond governor would be above her paygrade, it's true. But it's clear what the goal of the question was, and how it was altered to try to get her.
