The thing is: It's a voiceover joke. Vader's been redubbed with a funny Cologne accent (which even I understand only in part, though my mother tongue is in fact German). The officer's voice, however, is from the original professional dub of the movie (Germans have to watch everything dubbed because their English is beneath all contempt - which is actually the reason why their English is so bad)...
