I had that same problem, Have you tryed going to profile then making a new one? make a new profile save it, Then unlock the bars and you should be able to. If not then i have no clue sorry : /

I'm having an interesting problem with this, for some reason it's not allowing me to drag my bars even though I unlocked them. It just pivots the screen. Any help on this issue would be appreciated. :/
