I personally think they're all scams. I suppose this scam is better if the POOR and MIDDLE classes are not raped or pillaged. I for one don't see a family making over $100,000 a year as average neither Congressman Marchant.

Thank you Kenny Marchant. The way the prebate would work is my same question on the subject.

BTW, I favor a consumption tax over income tax any day and I have not made enough to pay income taxes in years.
