Photoshop Tilt-Shift Tutorial (720p)

Not sure what I'm doing wrong. I followed this video to the letter - even working with the same image. Yet when I apply lens blur, the whole image is getting blurred. There's nothing remaining in focus???

Thank you Kyle! =) One question though. Why is it so hard to select the area I want to blur? Isn't it possible to freely move around the selection?
