Calculus - Relative Maxima and Minima

I think local and relative means the same...Then relative maximum and minimum can't be end points... So Relative maxima is at x= 9.

At x=1, the point is neither an absolute max (not the highest point on the graph) or a local max (endpoints can't be local maxima). Right?
