And Stewart Lee talks about Munnery a lot before 1996 in his book (and I think even accredits this joke to him). Also let's be fair; it's a pretty simple joke, so more than one person could have come up with it independently.
@jedaaa Not only are they very easy lines to come up with, the two comedians are doing it in completely different ways. Simon is making fun of generic observational comedy by doing it in an exaggeratedly half-arsed way, Bill was just asking an absurd question and playing up to his surreal persona.
thats a bit of a bold statement. Ive only heard those two on this website...im sure there are more than a few actual french comedians who would be pissed off :)

@fras1812 Lee does accredit this joke to him in the early 90s. I don't think Bailey stole it though, as you said its quite an easy joke to make.
