It's not broken you just have it setup poorly. Change the volume on your TV to be lower, talk in a normal tone of voice and move the Wii Speak away from the TV about 5 feet.

Yes... you can. The only thing you have to do to be able to go to the city is complete the first set of tasks that Tom Nook gives you at the beginning of the game.

You don't go inside the gate to get to the city, you go on the bus stop in front of the gate then click 'A' at the bus stop sign on the ramp.
