I am not sure sweet potato starch can replace with taro starch or not, I have not try this recipe yet. I think it is to get "QQ" result.
mix brown sugar 1.5 cup, potato starch 4 tablespoon, hot water .25cup.
mix rice flour 3 cups, cold water 6 cups, potato starch 1cup
she doesnot use white sugar, instead she use brown sugar(to get the brown layer color and taste). In white layer she puts salt.
Today i try with already mixed powder, in that recipe batter is mix with coconut milk, not water.
