Very informative. The unfortunate people of Christchurch are in a stranglehold of bureaucracy that has become worse than the earthquake disaster itself. If the government agencies don't get out of the way and let people get on with recovering and rebuilding their city, they will kill the city and the economy of the whole south island. This is the sort of NZ that existed in the 70s and 80s when the economy was so stifled by government controls that they had to ration fuel purchases.
