Passing on the fee is not required. Melbourne Airport alone moves more than the entire population of Australia every years (about 20 000 000 travel through Melbourne - source Dept. of Transport and Regional Services). 10 cents per passenger from Melbourne alone would do the trick.
Anyway, Airservices is owned by the Government, and return a HUGE profit. The revenue goes into a big bucket called and is spent on other stuff.

It sounds like they are privatized. "Air Services Australia" doesn't sound like a government organization. I don't know anything about it though.

There's one way to fix this, pay controllers more.
HOW?
Increase airport fees and taxes = increase airline ticket prices.
I'm sure people wont mind paying $5 extra for safety :)
