Reznor released it in 1994 as the last track on "The Downward Spiral", whereas Johnny Cash did not cover the song until 2002 when he released it on "The Man Comes Around", it's just that Johnny Cash is older and received more attention for his cover than Nine Inch Nails received for the original, so people assume that Johnny Cash wrote it.
