Slightly, but Johnny is more a psycopath rather than the Joker who is a sociopath. The difference is that the Joker didn't know that what he was doing was wrong. Johnny on the other hand does/did. There aren't many differences though

Nny is a manic-depressive psychotic, he has violent delusions about how reality works and has wild mood swings. The Joker has a type of "super sanity".
