Sorry for the late reply. In this video I used a wooden toothpick / cocktail stick with a slit cut at its end. But you may use a slotted quilling tool if you have one.

You can use regular scissors, you'll just have to cut the "waves" by hand in that case. Another option is using a punch, BTW.

Did you make the instrument that you used to wrap the paper.  It kind of looks like a toothpick.

It is a toothpick :) Actually, It's an instrument made out of a toothpick. You need to split its end to use it as a slotted quilling tool. You may use a ready-made tool if you have one, of course.

It depends on the size of the flower you're going to make, in this video it's about 5x5 cm (2x2 inch).
