2009 IECC Section 402.2.3 and 2009 IRC Section N1102.2.3 reads: "Access hatches and doors. Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weatherstripped and insulated to a level equivalent to the insulation on the surrounding surfaces."

R-30+ is required! Battic Door makes an R-50 Kit to insulate attic stairs that meets all Code requirements.

Hi, You know, I am nearly 77 myself and have to be very careful on this type of ladder. I have my son do the actual storage of items in the attic. I don't know how old your mom is, or what kind of shape she is in, but if she is elderly, i would be very careful about putting her on a steep ladder like these folding types are. I build micro homes too and I would be inclined to build a compact staircase with a railing.
