Even the Show makes a point of it, When Matt Smith quotes Tennant in "The Almost People", he says "We've moved on."

BBC Management wanted to "refresh" the show, BBC1 Controller Michael Grade didn't like Colin Baker's performance, and the Head of Series was looking for someone who would connect better with the public, apparently. It was mostly politics though, as the BBC head at the time hated Doctor Who and was looking for any way he could to destroy it.
