The reasoning behind Osaka's southern accent is: The place Osaka is in the south of Japan, so naturally the character Osaka had a southern Japanese accent in the Japanese version. However this would be IMPOSSIBLE to immatate in an English dub, but they wanted to remain respectful towards the creators, so they gave her a southern American accent to symbolize how she's from the south! That's an example of GOOD dubbing! Use your brain!
