The events and people of the Bible are well documented outside of the Bible in historical writings such as the texts written by Tacitus, a Roman historian. Our jurisdiction covers only DOD property. Military police cannot arrest civilians outside DOD property since they don't fall under the UCMJ, only detain (granted you committed a serious crime, if its minor we just report it) until local law enforcement authorities arrive on scene.
If a civilian (for example) trespasses on DOD property, he/she would be apprehended by Security Forces/Military Police and read their Miranda rights, then questioned by federal investigators. Once interview is complete and a report is filed, based on the finding of the investigation individual will be charged or released. If charged, individual will be transferred to local law enforcement for processing.

Two notes. One: if the US government was really conspiring with some new martial law and shipping Humvees across the country, they'd be discreet. Two: I'm no expert, but as a railfan, I speculate that the locomotives are probably there as a safety precaution to prevent railcars from going out of control in the event of faulty breaks.

Our jurisdiction covers only DOD property. Military police cannot arrest civilians outside DOD property since they don't fall under the UCMJ, only detain (granted you committed a serious crime, if its minor we just report it) until local law enforcement authorities arrive on scene.

If a civilian (for example) trespasses on DOD property, he/she would be apprehended by Security Forces/Military Police and read their Miranda rights, then questioned by federal investigators. Once interview is complete and a report is filed, based on the finding of the investigation individual will be charged or released. If charged, individual will be transferred to local law enforcement for processing.

Also you have The Marine supply depot for the west coast and Pacific regions located just outside Barstow in Dagget CA. These Humvee's are probably headed overseas.

If only the US Military could use magic to transport its vehicles around. Thats probably a shipment of replacement vehicles being brought out west from the factory in Indiana that makes them. An average unit has quite a few so this number is not that unusual. Now that they're in LA they'll get loaded up onto trucks or different trains and taken to their units. Otherwise they'll put them on a ship and send them to Hawaii, Guam, Korea, or The Phillipines.
