Thresher sharks for starters have a cardinal fin so long it's nearly as long as their body, they wouldn't be in water that shallow let alone if it happened to be so the fin would be out of the water. It's not a grey nurse the shape is wrong, and it is not a tiger the shape and colour is also wrong. It would be a reef shark, there are many species of reef sharks. But it fits the description.
