This is obviously a video making fun at the movement of the guy's trumpet up and down. He's actually the leader of the fanfare team and is bringing them in and cutting the notes off. Quite obvious really and very standard practice for any such ensemble without a separate conductor.
The bigger fail was the almighty split note towards the beginning of the piece.
