The four-section traffic signal is a different type of protected left turn traffic signal. In Michigan, this traffic signal is common to see at many signalized intersections. It seems to me that your problem was that you didn't understand the traffic signal. The third indication from the top to the bottom is a yellow arrow. When it flashes, that means that you MUST yield to oncoming vehicles. When you see a steady yellow arrow, that means that you must come to stop soon.
I don't see what is so dangerous about these traffic lights??? There not falling over. There not transforming into robots. The traffic lights are doing what they should do directing traffic.

Someone needs to teach their traffic engineers about "synchronization". In Macomb County, whether you do the speed limit or exceed or go under it, you will catch more red lights than green lights regardless of which perpendicular you are driving! Synchronization not only means a smoother flow of traffic, but also better gas milage.

Flashing yellow means yield to oncoming traffic, proceed with caution. SOLID non-flashing yellows means prepare to stop as the light is turning red. Not hurry up and go.
I think everyone should have to take a refresher driving test every 5 years. What...15 minute written and 15 minute driving with an examiner.
This is a new federal standard. It eliminates a danger caused by having a circular green in the left turn signal, called yellow trap. The ability to continue the permissive turn (the flashing yellow arrow) after the circular green turns yellow is what is needed to prevent yellow trap.
The sequence that light has allows more streets to have synchronized signals. But it is not even allowed to be used if the left turn signal has a circular green.

Quick change from green to red with a short yellow in between. That's a money maker for cities with stop light cameras, and dangerous for motorists.

The difference between the flashing yellow arrow and the the circular green is the meaning given to drivers who are NOT turning left.
- Circular green releases all movements, not just the permissive left turn.
- Flashing yellow arrow rel3eases only the permissive left turn.

Suggestion: record the same thing from the opposite direction, and note how different the signal sequence is.
This is the reason the flashing yellow arrows are used.
And they help signal progression of green lights from intersection to intersection, through the use of this sequence.

You have to yield to oncoming traffic when the signal is a flashing yellow arrow.

The flashing yellow arrow means that you can turn through gaps in oncoming traffic. A different yellow arrow means the signal is changing.
