You raise he shcoks with the pre-load adjuster nuts......depending how high or low your put them is how high or low your ride height will be and will also determine how the truck will handle as well.
First of all, your rear tires are on backwards, you need to switch the left and right tire. Second of all, if you just give it a couple few short tugs(with glow plug out), it should wind itself back up. If that doesn't work, you can take it off and do it yourself, but be sure not to let the coil spring inside come undone when you take it off the motor.

just turn the things on you shock under the cap so it goes down the shock then it should go higher

It should be the same motor as yours, the M26MB w/pull-start/spin-start combo.....but it doesn't look like it.
