As an American schoolboy in the early 1960's we had an annual "Presidential Fitness Program". President Kennedy had started the program to assure that all young males were physically fit to be prepared for war if it came. Much pride was taken in how many pushups, pull ups, sit ups, etc. that one could do. While good for health reasons this program could have easily been expanded into military training. Boys are highly susceptible, and love stuff like that. Nazis exploited it to the fullest.
