There is nothing fascist about asking people to vote again following an analysis of the reasons for rejection and appropriate remedial action being taken to assure voters. If we were not allowed to vote again on referenda then we still would not have divorce in this country. uhmm freedom of movement is a key element of the EU, Estonia has opened its borders to other EU states. But as an acession state other states (such as Germany) are not required to open their borders to Estonia until a specific date. Albania and Turkey can and have applied to be members but they will not be accepted until firstly they reach a standard of living, democracy and security outlined by the accension programe and also that the current member states approve.

I take it you know about the accension programme then. An extensive series of requirements that states must pass before they can join the EU. Its rather exhaustive and it does indeed have a probation period, its why they are referred to as Accension states, because they are not given the same priviliges as fully fledged members. It also allows member states to put up restrictions against them (something the irish government decided against.)

THe original quote by a German President I believe excluded the laws created in the individual states of his federal country and only the laws created on one level (which would be the predominantly international laws, so of course EU laws would coincide with them alot in areas such as trade.) Also considering that 2 of the 4 EU institutes are directly linked to national parliaments it is very different to the USA

If nothing has changed and people still feel the same way they should get a second *no* without issue. But if it is as reported that misinformation and confusion was a major factor in the first vote then a 2nd referendum could turn out different. The choice is still yours to make
