Well you're more informed about this particular situation than I am, considering I don't live in PA and am not familiar with local laws. And from what you say that does seem to classify as animal cruelty if they don't properly dispatch the birds.

The Pennsylvania State Police are probably not releasing a report on the incident because no report was written. Every call that is handled doesn't require a written report. It's not a refusal to release one, if there isn't one they can release.

One issue is that property lines aren't always where the signs are placed. So drawing a line from one sign to the other means nothing in reference to a property line. Where my property is located, there is no "public easement". You are either on my property or on the State Forest owned property next to mine. One, an omnibus that included the ban on eating dogs & cats, was sent back to the senate committee for 'further study'. The other, SB626, which was initially approved by the PA Sen. Judiciary Comm, with hunters & NRA members in the assent vote to ban, and sent to the full senate for vote has apparently 'disappeared' from the table. Thanks for any help.

If they used the pigeon meat for something, I wouldn't against this activity at all. If they threw it out, it would be a gray area for me (too many pigeons, sometimes if they are too populated they can spread disease so if I knew more I might agree with this still). But these folk seem to be respectful of the laws and I support their legal right despite any differences in personal views. Cops were far too overbearing and unprofessional, totally deserving reprimand.

The overpopulation excuse to shoot them doesn't work as most of these birds are cage-raised and have never even flown until they're launched out of the boxes to be shot. The gun clubs are not respectful of the law. They are constantly cited for animal cruelty by state humane officers but their buddies in the judicial system throw out the citations. Every bird left wounded is a chargeable count of animal cruelty under PA law.

One issue is that property lines aren't always where the signs are placed. So drawing a line from one sign to the other means nothing in reference to a property line. Where my property is located, there is no "public easement". You are either on my property or on the State Forest owned property next to mine. Don't get me wrong, I am glad the shoots have stopped, but you need to understand the way property lines run. Also the State Trooper was an ass.
