As luchichyu said earlier, the name of this singer is Huang An from Taiwan. It is in Chinese (Mandarin). Many heard it from the popular Chinese TV series "Justice Bao" 2 decades ago As the show was a big hit in Asia at the time, it is not surprising the song was also sung in other languages like Vietnamese and English by other singers subsequently..

Yah he IS hot but I've liked him even before that series in another series called "Thu Kiem Giang Son." But Trien Chieu is my fave role of his.
