Nothing to do with Umbrella. Nothing to do with Raccoon City. Sounds completely like Resident Evil....
Speaking about fucking up characters. Leon went from being a simple rookie cop, to suddenly being the President's number one agent, who can leap 20 foot gaps, backflip through lasers and do all kinds of Matrix style flipkicks. If a character got fucked up, it was Leon. He went from being a decent character, to a bad anime character. Also, if you found any part of Resident Evil 4 to be scary, I have every right to call you a chicken-shit little pussy. Nothing in it was scary....

The *click*-sounds from the empty gun are NOT Jills gun, but Josephs Shotgun, which he fired quite some times.
Anyway - The best soldier-training isn't going to prepare you for the attack of a hoard of zombie-dogs...
and even THEN - Jill is NOT the combat specialist of the team...
