She's not both, she's a mutant, plain and simple. When she went mad the Avengers told Dr. Strange that she'd been overtaken by chaos magic and he scolded them and told them that there was no such thing as chaos magic. She's a level five mutant who can make almost anything she can think of come to be.

In the place she was raised there were witches and growing up they thought she was both, but her form of "magic" was really just her reality altering abilities. However she does have a magical aura, meaning if she wanted to learn real magic she could, but she doesn't need it. Also that magical aura is a weakness making it to where Magick's soulsword and Pixie's souldagger could work on her. I know, I'm a nerd.

Wanda's power has been reveal as the ability to manipulate the very fabric of reality. Apparently they have always been. She is always a very powerful witch. Wanda has not repowered the mutants. Because of her only like 10% of mutants exist and none of been born until Hope Summers. And a few new mutants sprung up after that. Wanda and her possible son are considered two of the most powerful and dangerous beings since they have the same powers.

Her power is control of probability, so if something is possible her powers allow her to increase the odds of that event happening. At least i think thats how it works. As I understand it, she manipulates probability. So it would seem that she can determine what she wants to happen and then make it happen by force of will so long as it's in the realm of possibility and regardless of how unlikely it may be. Or something along those lines.

It was possible for the cards to explode in the first place. She was able to make it happen because it was possible, regardless of how unlikely it was.

The same goes for the pipe. Probability, regardless of how unlikely it may be, is under her control. That's why they call her witch; because she makes things happen.

But that's just it; all things are probable, even though they may not necessarily be likely. She can take the most unlikely of possibilities and make them real. Supposedly, there's a comic issue in which she strips almost every mutant on the planet of their powers just because she wanted to or something like that. Wanda doesnt manipulate probability, she manipulates reality. Probability and reality are 2 different things. She does however does have the ability to create hexbolts which cause bad luck to users...which in fact has something to do with probability. If anyone on the show has probability manipulation it's Domino.
