@nkw5540 An SLR with a wide-aperture lens is a more natural choice if you want to take portraits with blurred backgrounds. Something like a Canon Rebel T3 (aka 1100D) and 50mm f/1.8 lens. The Pan FZ150 can do too it but the background blur won't be as strong.
@nkw5540 Stand well back and zoom in - that will give you a narrower depth of field, blurring out the background. You might need to use tripod to avoid shake though.

@MegaCameron101 I'll try to write a short answer... ISO is like a brightness control for the image. If you're shooting in low light, a high ISO speed boosts the brightness. Otherwise you'd have to use a very slow shutter speed to capture enough light, which would cause blur. However, a high ISO speed also boosts noise (giving a speckled mush), so when you're shooting something bright, keep the ISO speed low for best image quality. The Auto ISO does all this automatically for you.

The 12fps mode is for 12 frames only. The 5.5fps mode with continuous autofocus depends on speed of the card, complexity of the scene (and hence, file size). In my tests it latest for:

@GLH03 Yep, either of those brands are good in my experience. 16GB and the faster the better, as this camera produces big files very quickly!
