Wow, did they some how manage to get some physical chin movement in the blank busts to enhance the projection or am I just imagining that? Either way its an amazing difference!
They are using artificial shading in the original source media to give the illusion of more movement. In other words, when the chin "lifts" into a closed-mouth position, the part that really exists on the bust is projected with a dark color, hiding it from the rest of the face and bust. It allows for the faces to really look like they're moving, when there are really no moving parts at all. Pretty spiffy.

No, the faces are all the same as before. However, the CGI face of Paul Frees was used in the Haunted Mansion film as one of the singing busts.
