if by fillers you mean episodes that diverge from the manga....then no Gintama has very few fillers in that sense. Gintama follows and uses a good bit of the manga material, and while it does have anime only episodes, it definitely has alot less than say....oh i dunno....the famous Naruto 1 year filler fest before Shippuden.
