@Shikafan if he did'nt just leave the weeds to grow he probably went forward in time a couple years using the in game clock. the same thing happened to me when i did that. its been a long long time and i sill haven't managed to pull the weeds out.

you need nookway first and then you need to spend like 150,000 bells in addition to the other person in your town

It's much easier to get money on the GCN version than on city folk. Go down to the beach and fish. Release any sea bass you get and keep red snappers and above(like barred knifejaws). Whenever you have all 15 places in your pocket filled you can sell it for 45,000 bells minimum. You can do it every day as much as you want. What's better than that?
