I heard, and seen the reason they enforced the shoot to kill curfew order from dusk till dawn. and it was not because people were looting food.

It was because people were going into homes & stores and walking out with plasma TVs and other non essential survival item's.

There was no problem with people going in and taking food and other survival necessity's. until it came down to just plain greed and theft that is why the curfew was put into effect.
