Jagex updated bounty hunter.. now you can only attack 1 person at a time. Either your target or some random narb. OR say someone else is fighting ur target, you can also fight ur target to make it 2v1. For more explination go to main screen on rs

Dude you OWN! If you don't like getting the can't leave penalty, then use tele grab to pick up dds or other item you wanna pick up. you will still have pick up penalty but you won't get the can't leave penalty.
