i may of messed up my characters because i trained squall and quintus until they were level 20 at the forest next to the fire cavern and zell and seifer are only level 8 did i screw up?

You dont draw them from a monster, out at the shore near the garden you will find a fish like monster. Kill them for fish fins..then turn the fish fins in to Waters......

VIII is also hard as hell if ur squall hits over 200 then i suck at this game im at the tomb part and i can't even beat the 2 bosses. all my party members can only get 98 or 112 damage to a enemy.
