So Kung Lao IS stronger than Liu Kang. He does what Liu Kang failed to accomplish in deadly alliance, beat a Shang Tsung and Quan Chi double team. Liu may have beaten Kahn but he could never take Quan Chi and Shang Tsung together.

I would expect Raiden to be a bit smarter and more thoughtful about his decisions instead of constantly wild-guessing lol.
