GTA III did a better job at making New York look like a dangerous and scary city with the dark atmosphere and all the gangs in different territories. Remember Saints Mark? I was scared shitless to go back there after killing Salvatore in the middle of the game, I wish GTA IV had this feeling but they somewhat rushed the game. GTA IV doesn't have a east coast gang/hood feeling at all.
