The reason he confessed for the shooting of the sheriff and not the deputy, is because the sheriff was corrupt and came after him and tried to kill him. He then used self defence to protect himself. For some reason people then assumed he must have also shot the deputy, who is innocent in all of this. Marley thus admits to shooting the sheriff, but not shooting the deputy! :)
