Complete reform where the candidates would not have to pay to run for a seat. That way, they won't have to have meetings from day 1 to run for re-election to get money. Each person would have to have certain qualifications, but make it to where a certain amount of time was allotted to each candidate, that way lobbyists would have to beg on the merits of their claim, not with the money in the case.

I've thought about tests to qualify for voting, but I can't imagine any implementation that would prevent some very negative outcomes. Voting tests have a long, ugly history - usually used to disenfranchise one group or another.

The best solution I can come up with is to advocate against "everybody should vote" and try to encourage others to advocate the same.
