@mr1time100 Paul Simon appeared more than once on Oprah's show and confirmed that this song was written specifically as the theme song for the 10th season of "The Oprah Winfrey Show". The Show asked him to write it.
And then last year (2011), Paul updated the song for the Oprah Show's 25th and final season.

After that performance, he could have just quit, and everyone would of said 'Fantastic, it don't get much better than that', but he has continued, and we're all glad....

All that Simon's willingness to let his great song be used demonstrates is that he respects Oprah personally and/or she can afford to buy top talent. Oprah's 10th anniversary in 1996 - judging from the sound, I'd say it's recorded earlier. I did find it on an anthology with other artits once, but to my best knowledge, it isn't on any PS album or single.
