The responsibility for these people fell and falls solely on the Georgian authorities. It is important to note here that a great many of those who fled from Abkhazia were recent immigrants. They were partly victims of the compulsory resettlement organized by Stalin and his Abkhazian-born Mingrelian lieutenant Lavrenti Beria.
Refugees is always a big problem and it was not Abkhazia who bare responsibility for them - it is Georgia that started the war and created huge humanitarian catastrophy. By the way Georgian population fled before Abkhaz Army entered the occupied territories.

The fact is whatever version of history you follow and who committed more atrocities and who fought on whose side and who was invaded who in 1801, 1921 or 1992, why does Abhazia prevent the return of Georgian refugees who want to return to their homes other than the fact that they are Georgian.
In February 1992, the provisional Georgian Military Council announced Georgias return to its 1921 constitution. This arbitrary move on behalf of the communists was based on its interpretation of the vague doctrine of internationalism and against the will of the people, who had devoted their lives to the freedom and independence of their homeland.
Despite the fact that from 1921 to 1931 Abkhazia was a sovereign republic with a relationship to Georgia that was based on a union treaty, communist party organizational units of Abkhazia were subordinated to Georgia. This was the reason in 1931 (under pressure from Stalin) for Abkhazia to be incorporated forcibly as an autonomous republic within the Georgian Soviet Socialist Republic.
The growth in the relative importance of the Georgian population in Abkhazia since the end of the 19th century, at the same time as a rapid consolidation of the Georgian nation and an increase in its national consciousness, aroused suspicion in the tsarist government. For Georgians there is a country called Georgia their motherland where they may live but Abkhaz have no other home. If Georgian Army enters Abkhazia they will not mercy anybody Non-Georgian. (No need more experiment) But when it will be happening you will be watching cenic news about restoring constitutional oreder over rebels and again separatist children women and old people. And you should not forget that it was Abkhazia which unilaterally decided to open the gates for the (largely Mingrelian) refugees to return to Abkhazia from Georgia in 1999. Georgia at that time was actually accusing these refugees of being TRAITORS to Georgia. Were you aware of this fact, and, if not, what do you think about it? Today there are more than 65,000 of them living freely in Abkhazias Gal District and speaking their language (Mingrelian).

The responsibility for these people fell and falls solely on the Georgian authorities. It is important to note here that a great many of those who fled from Abkhazia were recent immigrants. They were partly victims of the compulsory resettlement organized by Stalin and his Abkhazian-born Mingrelian lieutenant Lavrenti Beria.

Abhazia does bear responsibility when those people are trying to return to their homes in Abhazia.
By the way, much of the population fled before the army arrived, thousands died while fleeing through the mountains, and thousands were massacred at the hands of militia including Shamil Basayev.
Nothing will improve until both Georgians and Abhaz recognise that both sides have commited atrocities and both have suffered greatly.

The fact is whatever version of history you follow and who committed more atrocities and who fought on whose side and who was invaded who in 1801, 1921 or 1992, why does Abhazia prevent the return of Georgian refugees who want to return to their homes other than the fact that they are Georgian.

The Abkhaz Supreme Soviet was concerned that Abkhazias status was not adequately taken into consideration and so a draft treaty outlining plans on federal relations was sent to Tbilisi. Tbilisi did not respond and in July 1992 the Abkhaz Parliament reinstated the 1925 Abkhaz Constitution.

Also as to who started the war, you are talking about a time when Georgia was in a state of civil war and chaos and had arguably become a thugocracy thanks to a armed coup and the rise of various paramilitary groups. Georgia did not have a regular standing army. Violence broke out when Kitovani's thugs raided and looted Sukhumi without orders from Tbilisi.

I am wondering HOW did you find 300,000 figure? According to the 1989 census there were only 239,872 "Georgians" living in Abkhazia. And some of them never left Abkhazia. And Georgian population fled before Abkhaz Army entered the occupied territories. You can check UNPO's Abkhazia Report.

Really, can we just state the one simple reality, Georgia started the conflict and was utterly defeated. If you want these countries to come back to Georgia then why not create a state that they want to be a part of? I mean in the West they were preparing to print up articles like small, heroic Georgia defeats the Russian Bear, but it was a humiliation for the West when Georgia lost, especially for the United States. Plus, these states were never a part of Georgia until Soviet days.
