I know this video is old, but for ease you can embed an XNA game control in a winform. This would be much better for an editor, you can have more tools.
A nice software to help you create tiles, is a free program called Tile Studio. You have photoshop, which may suit your needs, but for anyone that doesn't have that, Tile Studio is really nice. It includes a built in level editor. I prefer to make my own level editors, but this allows you to create tiles, make a test level with the editor and see what they look like. If you change a tile, it changes it in the editor automatically (all versions of that tile). Nice work anyhow.
i have been doing research on many different languages such as java, C++ and C# but what i want to is game development and iv decided to go the XNA route because i can get any engine or API to run in visual studio but i was wondering how much C# should i learn before i start to tackle the XNA framework
yeh... darkGDK might be 'easier'... but not in the best way... XNA and C# is easy ... in the best way:P i dunno if that made any sense... if u want it to make sense just learn c# :P lol

I think that he reads his txt file into an array. Where 1 is an palm tree or something else ;)

Well, that is more preference wise... I would say though, that xna and c# is more controllable than Dark Gdk.
