It's as good as you want to make it. Start in your own neighborhood! Take it back, start a neighborhood watch program, get your neighbors involved! Get a paper and pen and take a walk, write down any illegal activity you see, take pictures with your cell phone...report it!
If you and everyone else in your neighborhood did that, the crime rate would go WAY down and in a big hurry! It's up to you!
